High-Pitched Whining or Whistling When Cistern Fills
A continuous whining, whistling, or humming noise occurs every time the cistern refills after a flush

Identify the Source: Fill Valve Diaphragm
Per the Schwab documentation for model 199, a dirty or damaged rubber diaphragm in the filling valve is a documented fault. When the diaphragm is worn or scaled, it vibrates as water passes through, producing a whining or whistling noise during the fill cycle. This is especially pronounced in UAE buildings with high water pressure. To confirm: place your hand on the fill valve body while the cistern refills. If you feel vibration, the fill valve diaphragm is the noise source.

Clean the Diaphragm First
The official Schwab 199 document gives this solution: open the cap at the back of the valve, take the diaphragm out and clean it with a flush of water. Also clean the valve filter — dirt in the filter can cause turbulent flow that contributes to noise. If cleaning resolves the noise, no parts are needed. However, in UAE water conditions with high mineral content, cleaning provides only temporary relief — the diaphragm will re-scale within months.

Adjust Water Pressure
Before replacing the valve, try partially closing the isolation valve to reduce supply pressure by about 25%. This reduces the velocity of water through the diaphragm and can eliminate the vibration. If the noise stops or reduces after throttling, high building pressure is the primary driver.

Replace the Fill Valve
If cleaning and pressure adjustment do not resolve the noise, replace the complete Fluidmaster Fill Valve (Part 238 956). A new valve provides a fresh diaphragm that fills silently. Drain the cistern, disconnect the supply, unscrew the lock nut, swap the valve, and set the float height to 10 mm below the overflow tube. The new valve should fill completely silently.
